Potato Salad

2 lbs small yellow, red, or white potatoes
1 tbs apple cider vinegar
1/2 cup sour cream
1/4 cup mayo
1 tbs yellow mustard
1/2 cup red onion
1/2 cup chopped celery
1/3 cup dill pickle
2 hard boiled eggs
1/4 cup fresh parsley & dill
salt & pepper
